One of the 5th wheels we looked at, a Jayco Seismic, came with a Sani-Con Macerator pump. From what I have read it will empty the black and gray tanks in a faster much more clean manner. What are the pros and cons of this type of system and will the permanent installation allow you to dump continually at a full hookup location?

IMO there isn’t anything unclean about emptying waste tanks when acting with care....and rubber gloves. Slow? No, 30 seconds and it’s gone! The key has always been lots of water.

The main advantage of the SaniCon is the ability to use 1" garden hose up to 200' and even uphill. Yes, when parked I know the chassis mount SaniCon will allow gray water to drain constantly using gravity.
There are disadvantages to the chassis mount system. They use a 3' section of hose to go between your normal tank dump valve and the SaniCon. If you decide to switch to using a normal stinky slinky hose you will find that when you disconnect that 3' hose it is full. No, it is not faster to dump tanks. And at some point the blades in the SaniCon will need to be replaced as they do wear out. The directions will warn about anything going in the holding tank besides bodily fluids and toilet paper. And lastly, hair from the gray tank can wrap around the blades meaning you will need to take it apart and clean. Not a fun job.
If I ever decided to get another SaniCon I would get the portable model that you just connect to your normal tank dump point. Just for those rare occasions when you are mooch-docking in a friends driveway or find yourself with not enough stink slinky hose to reach the dump station.
