You have to use a tow dolly or full car trailer to tow it. I have seen people doing this with a Prius, but most prefer a car that can be towed with all four wheels on the ground.

Only front wheel drives can be towed on a dolly. AWD/4WD and rear wheel drive vehicles need to be towed with a trailer. In 2018 only some Corolla and Yaris standard shifts were towable four down from Toyota. The 2019 information will not be out until late winter when FMCA and Motorhome magazine do their guides.

Gas mileage is great but the downside is that the Prius is a car and low to the ground making exploring even USFS dirt roads a bigger gamble.

Last I knew some jeeps could be towed with all four tires on the ground (flat towed) but I don't know it that's true any more. You might also want to check if whatever vehicle you are thinking about towing can be towed if it has a manual transmission, most manual transmissions can. If you're still in the market in a couple of years I might have a 2008 F-150 that has a manual transmission for sale, but it will have a couple of hundred thousand miles on it. Just a thought.
