Arizona is a big state. Where do you need to be in the state, when and for how long? Oh ya, what kind of budget? Much of lowland Arizona is set up for snowbirds to come down for winter, so many are 55+, but not all of them are that way.
We are in a 55+ park in Mesa for the winter season. But there was a time we were both under 55 and had to find camp spots.

I'm asking for a friend so information is spotty. I know he wants to go for a week or so, sometime before spring.
I don't know what his budget is so that's open ended. thanks

Just off the cuff, I would recommend looking at the Camp Verde/Cottonwood/Sedona area. Being higher elevation than Phoenix, it will not be as warm in winter, but it is mostly mild. Campgrounds should be child friendly and reasonably priced. Lots to do and see there and Phoenix metro is and hour and a half south. Even Grand Canyon is in range for a long day trip.

I agree with Camp Verde, nice area, we stayed at distant drums and had a great time there.
