There is a compartment with two 30 gallon tanks. I know one is empty and the other is full.
I switched the lever from the empty to the full, and turned on the flow on the full tank, the empty one is closed.
But the little red collar still shows, with just a hint if green.
The burners on the stove wont light, so propane is not flowing?
Brrr--I need that propane!

Sounds like the excess flow device has tripped. In the tank valve, there is a "check valve" that trips when the flow exceeds normal. When you opened the full tank valve, you may have spun it open too rapidly. Close the valve, wait a minute and listen for a soft click. You may or not be able to hear it reset. VERRRRRY SLOOOOWLY open the valve a quarter turn. Wait a couple of seconds and open it a bit more. continue and hope for the best. Some of these excess flow devices are extremely sensitive.

I've got the auto changeover reg however I prefer to manually switch my tanks so I know when one is empty. Even though I switch the reg from the empty tank and turn the full tank valve slowly "sometimes" I get nothing out of the full tank just like you. I even had the original reg replaced but still had the same problem occasionally. What has worked for me when reconnecting a refilled tank is to turn the reg switch slowly to that tank for a few minutes then back to the partial tank. (With an appliance running) This proceedure hasn't failed me yet. Good luck!
