Susan,
In addition to Bill's link, check out Lowe's website and using their search feature, type in "compact refrigerator."
We have one similar to this one with separate doors for both freezer and fridge sections. We bought it to take to work because the regular fridges there got downright nasty inside with some of the stuff folks put into them and then left them.
The one we bought from Lowe's was purchased a number of years ago and it is still going. While I can't remember if ours is a GE, the one thing it needs on occasion is manual defrosting. This one below has a width of just under 19 inches. On any of the other brands/models, you'll need to check the "Specifications" tab to find the measurements and other specs.
http://www.compactappliance.com is a good place to start searching for small appliances. Once you have a brand and model number you can do comparison shopping. http://www.ajmadison.com/ is also a good place to find appliances, they maintain their databases so selecting keywords like "counter depth" work.
we need just a little more of each, and the space into which I want to put it is 21" wide, between the two windows.
If I cant find one which gives equal space to fridge and freezer I'll order this one.
