I have a 87 Shasta road master RV and the fresh grey and black water level gauges are not working the RVs generator has two batteries that hook up to it and at this time I don't have batteries for it but at the time of checking the gauges it was plugged in the lights and plugs woeked but no gauges.

unfortunantly it is not unusual for the gauges to not work accurately on RV's. The problem is they get debris on the sensors and this causes the problems. I don't know think many RVers depend on their gauges to judge the level of their tanks, majority of us quickly learn how long we can use our rigs before needing to dump the tanks or refill the fresh water. Do your gauges not light up at all?

x2 on Phil. Other than the fresh water tank gauge the grays and black gauges are useless. We usually wait to dump the grays when the water starts to back up in the kitchen sink or shower. The black we wait for the burp and then dump. They make external sensors but then you have the expense and work to put them in place.

Jonathan,
First of all, welcome to the RV Dreams forums. There are a lot of folks here with a lot of knowledge, so I hope that you find the answers you need. Glad to have you as part of the "family."
Now, with so little punctuation in your first post, I'm just a bit confused as to the problem. Are your guages made up of a series of lights indicating various "levels" of full? If so, is your problem one that the lights don't work at all, or is it one where they indicate a higher level of full even though nothing comes out of the tanks?
If it is the latter problem, then the answers above may be helpful. Recently, there was someone on one of the forums where I participate that spoke of their gray tank keeping water within the tank, even after the valve was opened and part of the water was dumped. It could be that if there is a venting problem, some form of suction may be keeping some of the water in the tank. If that is the case, then something needs to be done to "break" that suction by providing venting.
If it is a case of the lights not working properly, one could consider replacing the current system with a new one. One that I heard a lof of when I began researching for our RV was a systme that was "supposed" to work better. If I remember right, that system was called "Se-Level guages." Here is a website for that system.
Now, if the lights aren't working at all, it might be you have a grounding issue with the electrical part of the system, or a fuse may have blown that feeds the electric to the guages.
Good luck with solving your issue.

Start checking your wires.......if it was working when you parked it , there is a good possibility the critters had a wire chewing ceremony or as someone has already said you have lost a ground.....the ground is the common denominator if both are out..

Will the 2 batteries that go to the generator have to be connected for panel to work

its possible they used them to power the panel.....unsure without a chassis wire diagram......but if it was a matter of hooking the batteries up or putting a charger on the line to test it, it would save alot of work and rule one thing out
