When I turn on my hot water faucets water will pour out for a second and then will trickle out. I took the bypass off the water heater and turned the valve and water poured out of the cold water inlet but did not come out as fast at the hot water outlet. I know that the water heater is filling up and even turned the water heater on hoping that I could at least have some hot water to clean dishes. When I turned on the hot water faucet it trickled out ice cold water. I went outside and released the valve on the water heater and the water was nice and hot.
What the heck is going on?

Make sure your outside shower has both the hot and cold valves closed and the head shut off open.

I got the outside shower closed but I am not sure what you mean by head shut off open.

Most outside showers and a few inside ones have a cut-off on the shower head ("head") that won't let water through. If you have the valves open and the shut off on the shower head closed than the cold and hot water will mix and cause strange issues like you are having.

Do you see a check valve where the hot water line comes out of the tank? These have been know to fail and create an issue.

I had a bypass put on it last winter and wonder if a valve is bad in that. I will be doing a more through investigation of it in a little bit.
One other thing I noticed is that after I unhooked my hose from the city water inlet I released the valve on my hot water heater and I could hear a bubbling inside the water heater. I than noticed water coming out of the city water inlet and had to manuever the check valve on that to make it stop.

I think you need a vacuum break to the hot water heater. You are taking water out and creating a vacuum which is the very slow dribble. The noise you here with the incoming line off is air coming back into the vacuum created.

I have never heard of a vacuum break before. I do know I am having one hell of a time getting the bypass valve off and being in a confined space doesn't help.
I notive hot water heater valves are always messing up.

I was able to fix the problem. I just took the bypass valves off and I got water out of the hot water faucet just fine. I also forgot that I needed to turn on two switches to heat water in the hot water heater. One switch is on the monitor panel above the stove and the other switch is by the stove and has a red light that will come on when you turn it on.
