We have had very good luck over the past three years by paying attendtion to the servicing of our holding tanks. Q. I usually dump my black tank, even if their is very little in the tank. I know most say fill it up- dump-clean and be happy. It could take a week or more some times to fill our black tank...your thoughts...

It actually takes about 3 weeks for us to fill our 62 gallon tank. Why do you want to empty it when it's not necessary? What is the gain?
Everything we have ever read on the subject has said to let it fill before emptying to prevent the buildup of solids. Who wants trouble with a black tank filled with solid waste that won't come out?
BTW, we used to flush it occassionally, but haven't bothered in quite a few years.

Unless I am also prepared to flush the black tank (out of boredom maybe) I do not dump the black until it's at least half full. You need a large volume of water to properly flush the solids and the paper products break down better when left in the water making the process even better. There should be no issues with smell whether you use chemicals or not (for me, not) so waiting for the tank to reach an appropriate level really should not be an issue.

This info about the black tank is so great to have, as a female who wants EVERYTHING clean, my tendency would be to clean it out. Now I know why not to do it. Thank you.
As a newbe, with the black tank I know you have to be carefull about the T Paper. Is it best to use the RV T Paper, or is Scott (always used with my septic system) okay?

I have used nearly every brand to TP with great success. I never use RV toilet paper. YMMV.

Scott works wonderfully, just as it always did in our house. It is safe for septic systems and RV tanks.
