Since no one else has answered I will throw in my two cents:

My guess is partial paint can mean the decals are painted on the unpainted siding material which comes from the factory with an impregnated color as part of the manufacturing process... white, beige, grey..etc Decals are placed on the siding and then the whole RV may or may not be sprayed with a clear coat. Usually not....

If the exterior is clear coated most manufacturers would install the decals on top of the clear coat as a cost savings measure. That's why you read about some rv'ers having issues with decals. I have seen some RVs where the clear coat has been sprayed on over the decals.

Full body paint would include the base color plus accent graphics and then a clear coat...like Howard and Linda's 5th wheel.

It seems no matter how your RV is painted or decals or graphics applied if you wash it often and apply a good wax at least once every two years it will stay looking new. Decals may or may not hold up depending on the material and sun exposure.
